Comandante Aguirre is a Tier VIII Pan-American heavy cruiser built around a unique Combat Instructions mechanic. She uses the Tier VIII Dutch Haarlem hull and combines strong survivability with nine 203 mm guns. The trade-off is a very slow 18.5-second base reload, which gives Aguirre poor sustained DPM when Combat Instructions is inactive.
Combat Instructions is what transforms Aguirre from a slow-firing cruiser into a temporary damage monster. Once activated, it reduces the main battery reload time by 70% for 20 seconds. During that window, the ship can approach the level of firepower normally associated with much faster-firing cruisers such as Des Moines.
The important part is learning how to charge the meter efficiently. Combat Instructions gains progress from potential damage received, while main battery shell hits also contribute to the meter under the current mechanics. This means Aguirre wants to be involved in the battle and attracting enemy attention rather than hiding at maximum range for the entire match. As 0.4% progress for every 1,000 potential damage, meaning roughly 250,000 potential damage is enough to completely charge that portion of the meter. The current Wiki also notes that the earlier kill-based refill mechanic was removed and main battery shell hits were added as another way to fill Combat Instructions.
This creates an unusual relationship between taking fire and dealing damage. Normally, a cruiser wants to minimize the amount of attention it receives. Aguirre still needs to avoid excessive damage, but attracting controlled enemy fire is useful because it accelerates access to her strongest offensive window.
The standard cruiser build is the recommended foundation. Aguirre benefits from the same general combination of reload improvement, survivability and concealment used by other cruisers. The San Martín build can also be used with very little loss in effectiveness, making Aguirre relatively easy to integrate into an existing Pan-American cruiser captain roster.
Survivability is particularly important because Aguirre's strategy requires her to attract enemy attention. Her armor and relatively durable hull allow her to withstand punishment better than many cruisers, but the goal is controlled exposure rather than simply absorbing every shell available. The more efficiently you can generate potential damage without losing excessive HP, the more often you can reach the Combat Instructions window.
Aguirre is best suited to open-water combat at medium to long range. Around 10–15 km is a useful starting distance, although the ideal range depends heavily on enemy composition, terrain and the number of ships currently aiming at you. This distance gives you enough time to dodge incoming battleship shells while still allowing your guns to contribute consistently.
Kiting is an important part of the playstyle. Keep the ship moving, vary your speed and rudder angle, and make enemy battleships work for every hit. The objective is to generate potential damage without allowing several large-caliber ships to land repeated salvos into your hull.
Do not activate Combat Instructions the instant the meter becomes available. The 20-second duration is short, so the best use comes when you have a clear target and enough time to fire several salvos. Ideally, activate it when a broadside cruiser or another high-value target is exposed and you can maintain line of sight for most of the duration.
The difference between Aguirre's normal and enhanced reload is enormous. A 70% reduction to an 18.5-second reload brings the theoretical reload down to roughly 5.6 seconds before other modifiers. This is why the ship's damage output can change so dramatically once Combat Instructions is active.
AP becomes especially valuable during the Combat Instructions window. Aguirre's 203 mm AP has a maximum damage of 4,550 and improved penetration characteristics compared with standard cruiser AP. A broadside cruiser caught during this burst can take several consecutive salvos before it has enough time to angle or disengage.
HE remains useful when targets are angled or when you need to maintain pressure against battleships. Aguirre's 203 mm HE penetrates 34 mm of armor and has an 11% base fire chance. Because the normal reload is slow, avoid wasting salvos through poor target selection; every shot before Combat Instructions should have a reasonable chance of producing useful damage.
Airstrikes are particularly useful for charging Combat Instructions because they can generate potential damage without requiring Aguirre to expose herself unnecessarily. Enemy aircraft attacking the ship can also contribute to potential damage, while the ability to remain under fire from multiple sources helps accelerate the mechanic without forcing a direct brawl.
AP-only cruisers are another favorable opponent for building potential damage. Their shells cannot start fires, so the incoming damage profile can be more predictable and less dangerous than deliberately sitting under multiple HE spammers. This makes them useful targets to engage when you want to charge Combat Instructions while keeping the risk to your HP under control.
Against battleships, the goal is to remain difficult to hit while maintaining enough exposure to generate potential damage. Do not sail broadside simply to fill the meter faster. A missed battleship salvo still contributes to potential damage, so good WASD movement can often provide the benefit you want without paying the full price in lost HP.
Against cruisers, Aguirre becomes particularly dangerous once Combat Instructions is ready. Watch for enemy ships turning broadside, then use the burst reload to deliver repeated AP salvos. A cruiser that survives the first attack may still be forced to turn away, creating additional opportunities for your team to exploit.
Destroyers are not Aguirre's preferred targets, particularly when the ship is operating at long range. Use your main battery when destroyers become visible, but do not compromise your position simply to chase them. Aguirre's greatest contribution comes from combining pressure on larger targets with the threat of Combat Instructions.
Hydroacoustic Search provides useful utility when Aguirre moves closer to objectives or islands. Hydroacoustic Search Modification 1 is the preferred upgrade because the additional consumable duration improves her ability to detect torpedoes and concealed ships during aggressive positioning. If you do not have the Hydro modification, Engine Room Protection is a solid alternative.
Lisboa is a particularly interesting commander choice for Aguirre. His value increases when you can consistently fill Combat Instructions, making him a good fit for players who deliberately use Aguirre's mechanic throughout the battle. Unlike commanders whose bonuses conflict with the optimal build of other ships, Lisboa can be used without creating major compromises.
The key to playing Aguirre well is understanding that charging Combat Instructions is part of the strategy, not an accidental side effect. You want enemies to shoot at you—but on your terms. Position yourself where battleships and cruisers can realistically target you, use movement to dodge the most dangerous salvos, and allow the potential-damage meter to build while preserving enough HP for the eventual offensive push.
Once Combat Instructions is active, switch from survival mode to exploitation mode. Focus on the highest-value target you can reliably hit, maximize the number of salvos fired during the 20-second window and take advantage of broadside cruisers whenever possible. The burst is short enough that hesitation wastes a significant portion of Aguirre's unique advantage.
After the Combat Instructions window ends, return to a more conservative playstyle. Aguirre immediately goes back to her slow base reload, so continuing to fight as if the burst were still active can quickly lead to unfavorable trades. Disengage when necessary, rebuild the meter and wait for the next opportunity.
Overall, Comandante Aguirre is a durable but unusual Tier VIII Pan-American heavy cruiser. Her 203 mm guns have poor sustained DPM because of the long base reload, but Combat Instructions completely changes her offensive potential for 20 seconds. Her strength comes from combining controlled focus fire, survivability and positioning with carefully timed bursts of extreme main battery firepower.
The ideal Aguirre player does not simply hide and wait for Combat Instructions to charge. Instead, use the ship's durability to deliberately attract attention, generate potential damage and keep firing while dodging return fire. When the meter is ready and an enemy exposes a valuable target, activate Combat Instructions and unleash the ship's full firepower. Then disengage, recover and begin preparing for the next burst.
